Elemental Mastery Is Out for Elemental Shaman
Blizzard removed Elemental Mastery so Elemental Shamans can get proper PvE damage without being much too strong in PvP.
Blizzard updated the Elemental Combat section for Shaman so the talent notes match what was cut, and Elemental Mastery is listed under removed talents.
The section was updated "to account for the missing Elemental Mastery talent removal note," and Blizzard added, "Our apologies for missing that one."
That talent used to be a core part of Elemental Shaman, especially in PvP. Blizzard's line on why it had to go: "While this talent was a signature mainstay of Elemental Shaman, especially in PvP, it was also a problematic talent that was holding the class back." Blizzard could not increase Elemental Shaman damage to appropriate values in PvE and keep Elemental Mastery. Keeping it "would have made them much too strong in PvP."
So the talent is gone rather than tuned down. "The best solution was to remove this talent and give Elemental Shaman new spells and capabilities."
